Which pope created Christmas?

Most everyone with a brain knows that Christianity called 12/25 Christmas to help convert pagans, but I remember there being a letter from a pope where he talked about it pretty plainly. It was pretty easy to find on the web a few years ago. I don't remember which pope it was, though. Also, please link to the letter if you can. I'm sort of disturbed that it's disappeared!

    Christmas happened when Jesus Christ was born.

    The angel said to them,

    "Do not be afraid; for behold, I proclaim to you good news of great joy that will be for all the people. For today in the city of David a savior has been born for you who is Messiah and Lord. And this will be a sign for you: you will find an infant wrapped in swaddling clothes and lying in a manger."

    And suddenly there was a multitude of the heavenly host with the angel, praising God and saying:

    "Glory to God in the highest and on earth peace to those on whom his favor rests." (Luke 2:10-14)

    Why do people complain that some are taking Christ out of Christ but are silent about even more people are taking the Mass out of Christmas?
