I think Pacquiao is the fighter of this decade. Take a look at his outstanding career so far:

It has to be Pacman. He has acheived what no other fighter has. World titles in 7 different weight classes. He is an awesome fighter and a great champion. He has destroyed opponents of the highest calibre and in spectacular fashion.
He will go down as one of the best ever, and deservedly so.

Manny for sure. Even if he loses to Flyde I would still say Manny. It takes a lot of courage to move up in weight classes like Manny did and not only compete but dominate. See if Mayweather would ever move up and Bhop, Kelly Pavlik, Aurther Abraham or other top guys in those divisions right above him. Floyd goes down to fight a featherweight in JJM. No points money for beating a great little man. Manny is still a great little man, you need to get by Manny and then beat some great guys your size b4 I'll even consider you.
