How is the "base" measurement determined?

Is it just a total of accumulated snow fall? Is it packed snow or unpacked snow? Where is the measurement made?

    It is the snow depth at the measuring site and is usually packed by use or by more snowfall. The site is different at each area and is determined by the area or the reporting entity. The total of accumulated snowfall is different and can vary depending on the storm system. Area reports are somewhat self serving. NOAA or highway departments are less so. Hope this helps.
