If I think I am being harassed by my supervisor, should I complain to her first or file a complaint?
This has been going on for over a year, and I haven't officially complained because she's a long time employee with a lot of friends. I've been there only 2 years. This is subtle harassment and it's also a slur on my character (insinuations that I can't be trusted, for example). This started when I was inexplicably arrested by campus police for driving on a suspended license (due to a unpaid $70 ticket), taken to jail & chained to a table! Of course I complained to police but was never answered, despite my repeated follow ups. I even went to personnel. I think they've been trying to defame my character to make that appear justified. What should I do?

Ok - from the facts you mention and not knowing the whole story, usually the best first step is to sit down with your supervisor (face to face) - make it very informal - and just communicate with her. The secret is not to be defensive. Just ask her what you can do to improve - both your performance and your relationship with her.
As soon as you file a complaint, you start a process - and then everyone needs to paper up and document the situation.
Keep it informal, Don't be defensive, Be honest with her.

What's inexplicable about being arrested for an unpaid ticket? That's what happen when you ignore both DL suspensions and then tickets when you are arrested for driving while suspended.
As far as the complaint procedure check you employee handbook. I'm sure the process is laid out in there.
