to run a php site, a linux server will need apache, and windows will need an apache equivalent, or maybe there is a plugin or an addon to iis, im not very sure. But if I am right, people would get a Linux server or a vps to run php sites.
If you are still not sure, install a free control panel, or one that ocsts about $3 a month, like plesk for 10 domains or so.
Or get a vps from http://thevpsworld.com/ which is a fully managed service, they will help you with everything, completely free of charge.

you can run a website off any computer really, the real situation is security.
