What internet language specification should I conform to?

Most of the HTML/XHTML tags are the same but has extended functionality, don't get complicated by trying to understand the differences, first learn HTML.

w3schools tutorials are the best for many subjects, check them out.

XHTML is standard these days it allows you to use html and xml within your document. Either strict or transitional, your choice.
