If he is not eating his food, what exactly is this "crud" he is eating? If by that you mean treats and table food, of course he isn't eating his food. Would you if you could have something better? So if you are feeding him table food and treats, stop doing it. He will eat his food. If you continue with this stuff, you will create a dog that will only eat table food, and most likely not the kinds that are good for him.
As for the scratching, I'm sure that its because he is itchy. Go to the vet to see why he is itchy.

I would stop feeding your pup table scraps. If you want to change it up for him, you can heat up his can food, thats if you feed him canned food, just heat it uo in a sauce pan or microwave and it should do the trick. Just make sure its cooled down!! Or add some warm water to his food (if you feed him dry food it works just the same) as the aroma will come out more and be more savory for him. That's what I do to my pup when she's not eating her food. Also, for my older dog, they sell some gravy like sauce at Pet-Co, Walmart, or Target. It come in 3 different flavors: Bacon, Roast, and Chicken. He loves it. I also add a bit of water to the whole thing...
As for the scratching... Maybe the shampoo is too harsh on his skin. They have shampoo for sensitive skin which will soothe his skin and clean his coat. Hope this helped! =)
