Praise/Understanding works better than Criticism...It has a salutary effect, while condemnation could be crippling.

you are asking this question in a time, when the definition of "compassion" is different from whence that quote came from.
Compassion, as in true compassion, explains the way a society would have dealt with certain behaviors, within the boundary of GOOD, or RIGHT, rather than the "norm" (consensus reality)...within the realm of Compassionate Justice, or true compassion, you do not have PC models, you do not have any revenue creation based on legislative law, versus, natural law.
"Compassion will cure more than condemnation"...compassion gets rid of a societal harm, menace, threat, or otherwise detriment (to one victim, to many victims, to a society) to HUMAN BEINGS. Condemnation is shame, which does not work to CURE a harm/threat, condemnation is a slap on the hand, which does not CURE a harm/threat, condemnation is a short jail sentence (catch and release) which does not CURE a harm/threat, etc. etc.
Compassion is in the Doctrine of Double Effect for example...within natural law, an attempt is made to completely cure, such evils of humanity in protection of not only the individual that is harmed, but any potential victims of such a harm, without revenue being created by the "cure" as in legislative laws, or criminal code...as each one of these, creates revenue for an entity, and rarely provides a cure, or any type of justice for a victim, other than financial respite (how can anyone/entity qualify a human being as to monetary value or worth?)

Compassion leaves room for growth and healing. Condemnation is pretty much the end of the road.

compassion is understanding and sharing in what someone is feeling, and in the context of this quote, it represents relating to someone who's doing wrong.
if you were to condemn someone, you would be angry, hostile, or judgemental, and the person doing wrong will feel a need to deny any claim you make, because your claims will be focused on shaming them and prooving their mistake. if they admitted to your point, they would also be accepting the negativity.
when you use compassion, the person will see you are not closed off to their side of the story and will be more inclined to listen to your input, and therefore change his ways. because your recognizing their feelings they will be more inclined to express their feelings, which will let their true motives come to life so they can be discussed and solved.
