Can the sinful actions of mankind affect the weather in that area?
According to the bible, the answer is yes! Remember, mankind's weather was perfect in every way until Adam and Eve sinned in a big way through their disobedience to Jehovah God. (Genesis 3:17-19) Even though some tragedies are unforeseen coincidences, others are induced by the abundance of wickedness in various areas. (Ecclesiastes 9:11) How do you fell about this question?

btw the acts of Womankind/Humankind don't affect the weather either. Climate yes, but individual weather events as 'retribution' for things, no.

Luke 13. Do you think that because of sin the conditions of climate and atmosphere is grave? Unless we repent these things will happen. Who sin is greater than another? Call on God and he will help us.
Job 1 A wind came and blew down the house his children were in. Was it his wickedness?
Matthew 24:5-7. The beginning of birth pains. There will be famines and earthquakes in various places. But that will not be the end. That will be just the beginning.
Adam and Eve sinned.Jesus came and made the difference. Jesus is called the prince of peace. Mighty counselor. God the father.
Mark 4:35-41. Jesus calmed the storm. He spoke to the storm. The neglect of mankind to know and seek Christ is this issue.
Some things happen not because of wickedness but to let us look at the world. Consider unless these things happen to us. Some people are taken away for other reasons. Who can council God on what he allows to happen. Catastrophes and tragedies will occur as long as this world is evident. We have hope that when God returns and this world as we know it will be destroyed. we will join him in the new earth and the new heavens. Revelations 22.
Source(s): We want to blame Adam and Eve. God is not surprised by any of our actions since the beginning God has always had a plan for mankind. Who can know it without the guidance instruction and teaching of his spirit within us. God said if those that are called by my name will seek my face and turn from their wicked ways God will hear us from heaven and he will heal our land. God gave mankind dominion over the earth. It is the earth that has had dominion over mankind. We worship the earth and it's resources. Instead of God and his ability to give us resources for life God gave us his word and promises. Psalm 50. This is God's stuff. He gave us everything. We are not thankful for any of it. God's will is for us to be thankful in all circumstances. If you consider the greed that results in destruction of the earth's natural resources a sin, then yes -- the actions of mankind most definitely can affect the weather. If you mean does it rain on a certain day you had tickets to an outdoor concert to punish you for something you did wrong, then no.

If you consider dumping greenhouse gases into the atmosphere a sin, then yes, humanity’s sinful actions do affect the weather.

hmmm..you know what this is a great question for a number of different reasons. I gave you a star for it. I will not answer in detail for I would not want to offend anyone or come off as heartless and cruel, but I will say this...I think many natural disasters are not a surprise. I think we are ALL in big trouble.
