Is there a website that can tell me how long somebody has lived at a certain address?
I am looking for a website that can give me free details about any residence that I specify. Based on the address, city, and state that I specify, I want to know how long the homeowner has lived there. I would also like to know who else lives at the specified address.
Is there a website that can do this for me?
Knowing when the house was purchased (again, the more specific the better), would be perfect for me. I just need a website that I can search on.

Not exactly.
The kind of information you seek is mostly available through paid information brokers or private investigators. Some maintain websites, but there is usually a fee--sometimes nominal--to access the information.
What is free is public information, such as when the house was purchased, who is the owner of record (not necessarily who lives there), what was the cost of th house at last purchase, and if any taxes are due on it.
This information is usually available from the office of the county property assessor, whose job it is to determine values of property for the purpose of assessing taxes.
In some localities, this information is available online. In others, you might need to visit the assessor's office and ask for it.
If the assessor balks, then submit a written Freedom of Information request.
