When people say they grew up on the streets, I believe they are saying that literally. Usually because being at home was so bad that they spent all their time on the streets. Playing in the streets, hanging out with their friends in the streets, alleys, parking lots, parks. People who live that way learn a lot from watching other people who are living that way as well. In so many neighborhoods, especially highly populated and low income, people had to learn how to be tough so others wouldn't take advantage of them. People would beat you up for money, for your shoes, for the fun of it. Gangs would try to get you involved, you either had to learn to dodge them or join them. Dealers would try to sell to you or get you to sell for them. Prostitutes might become your friends and then you become all to aware of what that lifestyle means. Being street smart means you've been educated in a way that most people will never have to understand, you've learned what life is like outside the shelter of a "normal" home life and stability.
