walk on water device?

I need to make a walk on water device for a science project and the only thing i can think of is taking two coolers putting hem together and putting someone on top to steer it but it doesn't work since there is no way of moving it any idea (not allowed to have any paddling devices or anything like that must WALK on water.)

Mythbusters did this on one episode. The method that works is two floats about 3 feet long, with flaps that hang in the water and can hinge backwards but not forwards. So there is much more resistance to backward motion than forward. One float on each foot.

Then you need two poles like ski poles, but with floats about 1 foot long on the end. These are for balance.

Be very careful. If you fall off, the floats will hold your feet above water while your head hangs down under water, and you will drown if there is nobody close by to help you. If it was me, I would wear SCUBA gear even though I did not plan to be underwater.
