Quadra Trac 4WD Jeep Cherokee-Lever?
There are three positions; 4WD; Neutral; 4WD Lo; what is the shortcoming of leaving it in 4WD full time during the winter; should it be in Neutral when the pavement is dry? I can't find the owners manual.

No. I have a 99 quadra trac 4wd as well. And it is always in 4wd. If you put it in neurtal you wont be able to go. It says its all time four wheel but really it is rear wheel drive and when your jeep detects that the rear wheels start to slip or spin the front wheels kick in as well. So always keep it in the first one.

Quadra trac stays in 4hi all the time with most of the torque going to rear wheels, when the rear wheels slip it automatically transfers power to the front differential. You only use neutral if you need to tow the vehicle, like behind a motorhome. 4lo you use only on situations where you need extra traction, like going up a steep rocky hill or deep snow.
