every time after my parakeet flies...?

I don't know if he's just out of breath, but he starts opening and closing his beak rapidly, with no sound, and his tail twitches up and down, like he's breathing heavy. Is this normal, or should I take him to the vet? I just got him first week of this month, and we've already bonded quite well. I don't want to lose him if it is a medical problem. Thanks

Update:

I treat my bird well. I let him out of the cage and when he flies it is entirely his choice.

    if his tail is "bobbing", is puffed up most of the time and is making wierd beak things like that I would definitely call my avian vet and run it by her. Respiratory distress in birds is very serious. Good luck.
