How can he marry you over the phone? Isn't a minister of some sort or a mayor or a judge required? Or is this an unofficial, romantic thing he will do for you to show you he's serious? Or do you mean he'll just propose? Define what you mean please? Either way, if you truly love him enough to spend your life with him, say yes or go through with whatever it is you're doing. But I don't know enough about the situation to reply properly.

If you have to question this than the answer is to tell him you love him but will not marry him until you are sure that the two of you are Truly right for each other. If he is angered rather than either disappointed or understanding, than be happy you have not married him.

It wouldn't be a legally binding wedding if it is over the phone.

Even if it was if you have to ask what to do then obviously you don't want to marry him so tell him that.

well Muslim cannot marry over phone. You need to go to the Masjid, he also needs to be present, plus you need your parents as witnesses and guy needs i think 2 as witnesses.
