Calling each electric company will tell you.

I do not think you will find one.

Source(s): We received a letter 1 day ago from an electric company. During the spring and fall it would be 12.3 cents per kWh. then for the winter and summer, it would be lowered to 11.7cents per kWh. We quit this company to go to a lower company. Now this company is offering lower rates than the one we changed to. This electric company is using 20% wind-generated electricity. We have the highest rates in this area in this state.

Some utility companies have an "even pay" option that lets you pay one level price all year long. The amount you pay is the anticipated average of your usage through the year. If it turns out that you over or under-pay, there will be an adjustment at the end of the year. This doesn't really let you use as much as you want at no extra cost, it just helps you budget for your payment by paying the same amount all year. Just check with you local electric company to see if this is an option.
