UPDATED (with Karaoke info):
Since you are under 21, you're not going to be allowed in the majority of establishments that have a liquor license, as you probably know (i.e. clubs and bars mostly). Hookah places (see http://chicago.citysearch.com/listings/chicago-il/... and http://www.centerstagechicago.com/search/index.cfm... ) usually allow age 18 and up.
Here are a couple of lists of destinations for those age 18 and over (or under):

There's a lot to do for those under age 21 in Chicago, especially beyond the usual nightlife scene that can get tired really quick. You can get some ideas from the following posts (ignoring the mentions related to bowling and skating, and locations that are closed):

*Uncommon Ground is nice, but can be on the expensive side.
Karaoke (for something new, try a place that has private rooms)

I recommend looking at the Chicago Tourism Site for events at http://www.explorechicago.org/city/en/supporting_n... and http://www.explorechicago.org/city/en/things_see_d... . There are plenty of neighborhood and downtown festivals that you can check out between May and October. You can go see the Chicago River being dyed bright green for St. Patrick's Day (http://www.greenchicagoriver.com/ ) in March. Then, check out the parade - http://www.chicagostpatsparade.com/ . Of course, there's always the beaches on the lakefront! Yet you might want to wait until late June and July to enjoy it fully.
You can hang out in a neighborhood like Bucktown/Wicker Park - a sort of artsy/hipster area of town. You won't likely be allowed in the clubs or bars, but you can eat at some neat restaurants or check out independent, unique places like Myopic Books (http://www.myopicbookstore.com/ ) , Reckless Records (http://www.reckless.com/ ), Rodan (http://www.rodan.ws/default.html ), The Silver Room (http://www.thesilverroom.com/ ), Lou Malnati's Pizzeria for some carry out or delivered deep dish (http://www.loumalnatis.com/ ), Earwax Cafe (http://earwax-cafe.com/ ) , Bucktown Soup Cafe (http://www.bucktownsoupcafe.com/ ), and iCream Cafe (http://www.icreamcafe.com/ ). Take the Blue Line (O-Hare) to Damen. It's basically the intersection of Damen, Milwaukee, and North Ave.
Other spots/activities - Chinatown (http://www.chicagochinatown.org/ , best during the day and one of the most inexpensive areas to explore), the other Asian-centric area in part of Uptown (north side - Argyle and Broadway streets), theater (http://www.theatreinchicago.com/ ), Millennium Park (http://www.millenniumpark.org/ - there are activities & programs beyond skating), ESPN Zone (http://espnzone.com/ ), Dave & Busters (http://www.daveandbusters.com/ , call to find out age range for sure), and the Belmont Ave. & Clark Street area during the day (Red or Brown Line to Belmont or #22 Clark Bus to Belmont). You can check out the Armitage & Halsted area. Take the Brown Line L train to the Armitage stop, then walk east to Halsted Street. Walk north & south on Halsted (between Armitage and Webster). Some good stops to make in this area are LUSH (http://www.lush.com/ ), 1154 Lill Studio (http://www.1154lill.com/home/ ) to make your own purse, Cafe Ba Ba Reeba (http://www.cafebabareeba.com/ , for really good tapas), Aroma Workshop (http://aromaworkshop.com/ ) to make your own perfume, Fox's (http://www.foxs.com/index.htm ), and Swirlz (http://www.swirlzcupcakes.com/ ).
An architectural tour is always interesting (http://www.architecture.org/tours.aspx ). There are free art gallery tours on Saturdays conducted by the Art Dealers Association of Chicago (http://www.chicagoartdealers.org/starbuckssat.asp , take the Brown Line to the Chicago stop, then go to the nearby Starbucks). You could go on a chocolate tour (http://www.chicagochocolatetours.com/tours/ ).
Chicago has many museums, theaters, and restaurants. So, there's plenty to check out if you're under 21. Search these sites for events or places: http://chicago.metromix.com/ , http://www.wttw.com/main.taf?p=1,5 , http://www.centerstagechicago.com/ , http://www.190north.com/ , http://www.chicagoreader.com/chicago/Home , http://flavorpill.com/chicago , and http://chicago.citysearch.com/ . Just call locations first to check their under 21 policies and be safe when traveling, esp. at night.
