This is a rumor that has been going around for years but no its most likely not true. It's an urban legend. I've asked several hairstylists about this and been told its "absolutely ridiculous".
It always seems to have been made up by "someone's friend's hairdresser". Or someone who "can't believe how many compliments they are getting on their hair".
The hormones in this will only be absorbed correctly and safely if you take them internally. (Otherwise, there would be birth control body lotions). If you put these in a large quantity onto your scalp, you have no guarantee that your skin won't absorb something in a dose not intended. Or that your skin will absorb anything at all. Or that your already dead hair will look anything like anything else after you use it. Applying topical hormones to dead hair isn't going to do anything.
Birth control pills can cause strokes and hair loss when taken internally. They are expensive. You need a prescription. It's medication intended to prevent a woman from doing something her body is naturally programmed to do, not a beauty product.
Look at the birth control patch, which most doctors no longer recommend. It was intended to be applied to your skin, and they found out years later that you have a 3x greater risk of stroke or a heart attack if you used it vs regular pills.
There are much cheaper ways to make your hair look nicer. Try baking soda mixed in with your shampoo once a week. Try applying jojoba oil after washing your hair and letting it dry in there.

If you desire your hair to develop quicker and thicker, it is pleasant to take both a prenatal nutrition or a nutrition specially for hair and nails. Increasing your protein intake can even support. There is a rumor approximately apple cider vinegar, however when you seem on the nutrients knowledge at the facet of the bottle (do not believe what web pages say), you're going to see that there are just about no nutrients/minerals/vitamins and minerals of any type. Nothing you'll observe to the external of your hair will make it develop quicker, it simply does not paintings that approach.
