Not really. (You could recreate the address book before every mailing, but that's using a steam hammer to kill a flea.) Sending email is a trivial programming task, and using a database to get To: addresses is also trivial. (Writing the code to grab incoming emails and delete the addresses from the database is slightly more complex, but it's still pretty trivial.)
There's no "install it and you're done" opt out email campaign solution. If you don't know what it's doing and how it's doing it, you're liable to have your internet account terminated when it goes wild and sends out millions of duplicate emails before you can click the "Pause" button.

Yes you can have both but only one as a default. I used to use them both at the same time with 2 different email accounts.
