It's a long story.
The three guys who started YouTube always intended it to be a site for ordinary people to upload and share home videos, shot with video camera or cell phone, with the users own sound. No copyright issues whatsoever.
Along come hordes of teens, apparently unable to read the numerous copyright advisories all over the YouTube site and even on the upload page itself, with their obsession for uploading copyright content - music, TV/movie clips, video game footage - which naturally pisses off the copyright owners who then proceed to be constantly complaining to YouTube.
The three guys who started the site never expected all this hassle. It shouldn't have happened. But there is sizable minority of teens so rebellious and arrogant, that they somehow think that website rules and actual copyright law (genuine law) don't apply to them.
The YouTube founders, convinced that teens had destroyed the site, got so fed up that they decided to simply give up, offer the site for sale and walk away.
Google snapped it up and, realizing that teens are simply never going to stop uploading copyright content, have decided to throw the site open to actual record labels and other entertainment companies.
So to answer your question, the founders of YouTube never wanted this interference, but the fact is teens have brought it upon themselves with their never-ending misuse of the site.
Personally, I feel that uploading other people's content (rather than actually creating your own video) simply to get "views" and "fame" is rather pathetic and shows how immature many teens are.

Vevo is a joint service between Sony Music Entertainment and Universal Music Group, which has a special agreement with YouTube. And they DO have their own site as well.
In case you weren't observant enough to notice, there used to be a channel called "universalmusicgroup" that was the 4th most subscribed of all time and had billions of views. That channel and all it's content has been converted to the Vevo umbrella, along with all Sony's music.
Warner Music Group is thinking of joining in on it to, so if you listen to a lot of mainstream music, then you're going to see that Vevo logo a lot from now on. I'd be happy for it, since now those greedy record companies will be less uptight about controlling their content on YouTube.
As for it running slower, that is because Vevo's special agreement includes higher resolution videos. Higher resolution takes longer to load.

VEVO is taking over YouTube because Google thinks it will keep people from downloading music content. And they want you to enjoy high quality music videos, without getting any copyright complaints. You have to admit it, the vides are cool!
I hope this helps! :)
