This company sells the scanners you are asking about. (they have scanners for just airbags and scanners that do both)

    Check out this website.

The purpose of this website and company is to help people diagnose and repair airbag problems themselves without taking them to the dealer (if possible). It offers all the photos and data you need to understand your airbag system, read the codes and reset the light. It’s a pay site, but it certainly is worth the money ($14.95 for 1 day full access)

There’s a place to check if your car is listed on the home page

This is quite a complete website with pictures, descriptions and factory fault code charts as well as a working demo that shows just how easy these repairs can be. Although it does not give step by step instructions, there is enough information in the pictures and the "how-to" pages that most people can do it themselves.

Lots of insurance companies and body shops use this site for the information they need to repair your car.

Lastly, there's a page in this site that tells you which cars need a scan tool and which ones can be done without one

The only requirement of OBD2 is basic engine functions. Things like ABS, airbags, and interior stuff (power windows ect) are usually separate. The may come from the same connector or they may have their own. They almost always require specific software. The parts store $200-300 ones usually dont do it. If you have a 1996-2004 ish car you can look for a used older shop quality tool, like from OTC. They were $2000+ new but starting around 2005 many cars went to a protocol called CAN and many of the older tools could not read it so for some shops it was time for an upgrade so they may sell the older ones cheap.

Usually standalones only pull the pcm codes. There are also "body" codes stored (I call them "U" codes because they are mostly short codes)...simple readers won't pick up the U codes as far as I know (but neither do emissions scanners). You need a dedicated scanner interface like HP Tuners...it's possible mid-range Innova scanners can do it but I don't know off hand.

Any of them, if there's a code stored, they'll read it.
