How do I bring down my CPU usage?

My Dell Laptop is freezing up a lot and running so slowly at random times, and whenever I have to force quit things, it says my CPU usage is 100%

I have tried deleting a lot of photos, music, etc. things that take up a lot of space, and wiped 4GB off the hard drive, defragged it, formatted it and still it runs the same.

So how can I bring the CPU usage down?

    Shut off programs running in the background. CRL-ALT-DEL then go to the proccesses tab.

    Install extra RAM, this would help a lot
