How can I get closer to him without arousing suspicion?
Here's the deal, I'm 16 years old and I really like this guy (my classmate) for 3 years now.
By the luck of the draw, I'm now sitting right behind him in my history class. I really want to take advantage of our new seating arrangements to get closer to him (since we do a lot of partner work in that).
But unfortunately, 2 of my best friends sit directly across from us. (The desks are arranged in columns and rows.) And they know how I feel about my crush but since I'm shy but easily excitable, they like teasing me in front of him so I can never work up the nerve to talk to him in front of them because I get too embarassed that they're watching.
So how do you guys think I can closer with my crush without my friends misinterpreting anything I say or do...? And I guess I'll also ask how can I tell or test that my crush likes me too? I guess that would be another good question

I don't see a reason for you to have figure out how you can talk to him with your friends around. Inform your friends of your dilemma and ask that they respect your needs and not make things more nerve racking than they already are. Just be yourself and all else will take its natural course.
To see if your crush likes you back, just ask him if he would like to study with you one afternoon. Or ask him on a date to your local burger pit or ice cream parlor... There is no harm in the girl making the first move these days... Have fun and good luck.
