Who gets to decide the number of troops that go to war?

Is it Congress or the President? If Congress declared a war and the President said 0 troops are going, could he do that?

    The President is the Commander-in-Chief, so troops deploy at his command (or don't if he doesn't order them). Congress can declare war and also controls the finances that allow for troop deployment, they do not have the authority to order troops to combat.

    The President (Commander if Chief) decides if Congress disagrees they can withhold funding to deploy the troops.
