It depends on what you are apologizing for. If a person repeatedly says sorry after making the same mistake, saying sorry becomes just a word without any meaning.

The word sorry can be used for something simple
like I dropped my neighbor's glass cup I sai I am so Sorry and I mean it it wasn an accident that counts.
Or if I'm at school and a person trips because I left my book Bag on the floor I say Sorry.
But the word sorry becomes less effective when you do something more out of the line like
you Rape a kid You say sorry? you're going to jail for that and pay bastard!
But overall the word sorry is only effective if you mean it and take action for it. If I dropped the glass of water that belonged to my neighbor while I was visiting I will say I am so sorry and pick it up myself to be formal and to show that I'm actually sorry for that.
Sorry is not as strong when you do something really bad and take no action for it.
But fake human being are under the impression that since Sorry has been used eversince they were young as a mistake and people don't get mad at you once you say it then you know they use that ''Stereotype'' so to speak to run away of their problems.

Depends.
If the person repeatedly performs the act, No.
If the person genuinely means it, Yes.
It also depends on the degree of the mistake. Although, usually I try to come to a final judgment by asking myself whether or not the person has truly learned from the lesson. After all, isn't learning from the mistake what truly matters? Why get mad at someone for making a mistake, when it's human nature? For that reason, I think it's better to acknowledge their attempts to rehabilitate their problems.

sorry means you realize your mistake AFTER you did it. If it happens a lot it means you think that this sorry makes up for whatever stupid things you have done. But if you stop and think about it, you'll see that it doesn't make better anything that's already done - the harm is done.
It's hard to NOT make mistakes but it's also necessary to try and not to, because once you make them, it can be one time too late. It's easy to screw things up, it's harder to actually put some effort into them and try and forsee things, but this also shows you care. and that defines the person that you ARE.

For me it is not easy to forgive, but sometimes we have no choice if we want to continue the relationship ...
