What is a good last name for the name Gray...?
It's a weird question, I'm aware of that. And the story behind it is too long to go into--but we'd like something really interesting. We've been toying with the idea of a city name, like Gray Manhatten or Gray London. Also, do you like the name spelled better Gray or Grey?

I really like the name Grey. Greyson is also interesting. I usually like city names for last names, but not with this first name, in my opinion. It's too much of a description. It sounds like London is foggy.
Grey Kingston
Grey Roscoe
Grey Olivander
Grey Atticus
Grey Sutton
Grey Emerson
Grey Fischer
Grey Sebastian
Grey Sullivan
Grey Caldwell
Grey Leander
Grey Maverick
Grey Caufield

Depends on how it's usually used in language. If you spell it 'gray' while referring to the colour, spell the name as 'Grey' and vice versa.
That said, London would look lovely with it. Also, maybe Paris, Milan or Florence for city names?

I thought you said Gray is the last name and not the first name? So which one is it?

I like it Gray.
Gray London is a nice name.
However, you may even consider:
Gray Dwayne
Gray Blake/ Blaze
Gray Boston is another place name.
Gray Rylan
Gray Owen
Gray Dillon
Good luck!!
