I recognize his voice; this is a Montague. Fetch me my sword, boy. How dare he come here in a mask to mock us at our own party? I swear by the honor of my family that killing him here and now is the right thing to do.

so tybalt hears romeo's voice, and instantly, he knows he's a montague, so he tells the boy to get his gun (rapier). then he says that an enemy (romeo) is tresspassing/present at the capulet's party, "covered with an antic face"- romeo was wearing a mask to the party, so his hiding his true face ( antic face ). with the last sentence, he wants to kill romeo, but it wouldn't feel as a sin, if he did, but a privilage/a very loyal way to spread his type-a capulet
