If any police officer or someone familiar with the procedures could answer my question please?
If it was late at night and there was man who was drunk, not necessarily causing any disturbances or being rude, just outside alone and someone called it in, what would the procedure be?
This is for a story I am writing in school and the character has lost his job, become exceedingly drunk and is just sitting down on the ground (at about 12:30 a.m.), about to pass out. Also , he has dropped the bottle and cut his hand trying to pick up the pieces.
Any information would be great. Thank you.

I worked in a very large Midwestern city. Others vary.
We talk to him. See what his problem is. See if he needs help. He is bleeding so we try to convince him to go to a hospital. If he refuses quietly and we feel things are not serious and he wants to go home we let him, unless he is way to drunk to even walk. We often call family if we can come up with a number to come pick them up.
We do not arrests drunks just for being drunk. He would be arrested only if he acts out and cannot be controlled with words.
In my state for a drunk that cannot care for self/has no one that can care for him is taken to a detox unit. These are not jails and not run by the police but by mental health units.

Likely the police would come out and try talking to the guy. They would probably ask him where he was coming from or where he was going/where he lives? If he is so drunk he can't carry on a conversation with the officers, there is a good chance they will arrest him for Public Intoxication. If he is complying and lives around the corner, they would just tell him to go home. If the guy becomes obligerant and begins yelling and carrying on, he would get charged with Disorderly Conduct as well. (these are what the charges are called in Ohio, may be different where you live).

More than likely I would run his info to see if he was wanted and to check his history. If his record were clean but he was disorderly and drunk, I'd arrest him for I&D (intoxicated and disruptive). If not disorderly, I would determine if he was too intoxicated to be left alone. If so he'd go to the "drunk" tank (jail) for 12+ hrs to sober up. If he was okay I'd convince him to get a cab, call for a ride or, as a last resort, give him a ride. Hope it helps.

I was at the county fair many years back and encountered a man who was clearly intoxicated. He wasn't bothering anybody, just keeping to himself.... but I was worried for his safety because he could barely stand up. So I found a couple cops who were on duty & told them about the man. They thanked me & said they'd keep an eye on him.
