That's an OLD game (Windows 98 era)... so you'll likely have compatibility problems.
You SHOULD be able to play it on Vista... assuming it allows you to install.
Windows 7 will REFUSE to run the installer, making it a No-Go for that.
There's a diskless version ( http://www.gamehouse.com/download-games/risk ) that may not have all the options or eye-candy that version has... but it's guaranteed to run on Vista & will most likely work on 7 as well.

If you want to play risk online your best bet is to save your money and go to one of the free Risk online playing sites. The best that I've found is WarGear (www.wargear.net). There's a board there called 'Global Warfare' which is identical to RISK and you can play against a whole bunch of players online for free. Oh and it works on all versions of Windows :)
Highly recommended.
