Speedometer works sometimes?

My speedometer doesnt work right! When I start driving it goes to 20mph and when i come to a stop it bounces up and down between 15 to 25! I was thinking it could possibly be a vss but then again I dont think a bad vss would make the speedometer work at all and it wouldnt let cruise control work. And plus every so often it works fine all the sudden all the way until I turn the car off for more than 5 minutes. It is a 96 Honda Accord

Well it cannot be a cable if there is no cable!!!! HAHAHA it is all electrical and made magnetically that send a signal to the speedometer! I just need to know ways to check and see if the vss is going bad or the speedometer is bad!

    most likely a speedometer cable, these are available from most auto parts stores in universal kits ( you replace the metal cable inside your cable by removing the speedometer and pulling the old "guts" of the cable out, cut new cable to lenght and slide it into the housing. comes with instructions. be sure to lightly lube new cable before installing

    It likely needs a speedo head or cable.

    Neither is terribly expensive.
