How to file a complaint about company that says based in CA, but hired no employees from USA?

There is a company in US that says they are based in some state in USA, but actually they have not hired anyone in US but claim that they have people work for them in USA. They are doing business like this for almost 5 years now and have seen a considerable profit by taking jobs from Americans. This is so pathetic. How do I formally lodge a complaint against them and sue the company to the core.

    not much every company has outsourced many jobs to foreign areas. for profit

    but yet ask for tax breaks each year.

    and the govt. wonders why unemployment is so high

    Reagan started this and the Bushes & Clinton continued it. Your best recourse is through...Legislative change?? Elected officials change?? I don't think that there is any law on the books to prohibit this though.

    It should be the employers choice of whom they wish to hire. End of story.
