It's to make him look younger than Bella. Plus if he had body hair then it'd be nasty lol!

He probably shaves it just because he doesn't want to look to old. He's very young, like 18, so there is a possibility he just has no hair or he shaves it off to keep his youth.

Perhaps because the actor is part native american and therefore doesn't have body hair.

Twilight is made to appeal to young girls. If he was hairy, it wouldn't have been as popular. Too hairy is not sexy, and that movie sold on sex appeal.
