I need a capture card that can...?
...record gameplay (I want one that has either an HDMI port or HD AV in and outputs, but I can make do without one) and has a TV input so can plug my cable box into my laptop and record things onto it. I know these exist because I saw it in a how-cast episode.

There are a whole number of solutions for this. I find it useful that when you're checking out a brand, look at some Youtube videos -- people put examples of what they've recorded with theirs, usually calling them "quality tests," so you can have an idea of what your recordings will look like.
They can also be called DVD Recorders, fyi. The most popular I've seen is the Pinnacle Movie Box and the Dazzle DVD Recorder. Both are available in Best Buy. There are some higher end solutions too, but for everyday use, these should work for you. They work via USB port, and you plug the RCA Cables into the device and it will record. You will probably have to put splitters and extra RCA cables if you want to record things like video games, because the display will lag on your computer, making gameplay difficult. They can be fairly cheap though, especially if you order off of eBay ( I recently got all of that for about $12). If you want to see the setup there are also videos on Youtube of that.
I don't believe that there are any with HDMI ports, but you will be able to get great videos with the solutions I mentioned above, as well as similar ones.
