In the US, the TSA specifically allows tweezers to be carried both in carry-on and checked luggage, according to the information presented on the page linked below.

I personally have never had any problems with tweezers. But sometimes the TSA people aren't very thorough, so it's possible I've just been lucky.
If you're talking about checked bags, that's fine.

It is allowed only if you have it in the luggage/suitcase that you check in with the attendants. If it's found in your carry on, they will make you remove it.
