Would this constitute animal cruelty in Illinois?

I know of a person who frequently keeps his dog confined to a basement room with no other human or dog interaction for all but 2 hours or so a day and than yells at or even strikes the dog when it has a bowel movement inside after all that time. The dog also gets very few walks and is a young, energetic breed. Could this classify as a case of animal cruelty under Illinois law?

    The hitting of the dog might.

    If the dog is being kept in unsanitary conditions then yes this is animal cruelty. You can report this abuse to your local ASPCA and they will investigate the allegations accordingly.
