Why can't I find Looker in Mt. Coronet in Pokemon Platinum?

I follow a walk through and I can't find Looker in Mt. Coronet.

I took the Oreburgh Route about three times.

In the walk through it says that Looker should come up to me on my way to the peak of Mt Coronet.

    I think you need to use the Mt.Cornet entrance near hearthome city.

    Hey, I will get back to you one this I will look up a platinum guide. Since I never owned it, and I am thinkinh about getting it.
