Yes

There were intellectuals on both sides of the room at the summit that made good points, but in general, more republicans try to win support by appealing to people's emotions rather than using a rational argument. For example, a few of the republicans drifted from the specific topics being discussed and instead made nonsensical arguments about government takeover being imminent, and malpractice reform being the only thing that can save healthcare. Democratic senators from extremely liberal states like California often do the same thing, but the democratic party as a whole does this to a lesser degree.

Also I am curious, from what source did you gather that republicans has less speaking time?
