You might qualify for disability benefits. You can contact social security by phone 1-800-772-1213 or apply on the website http://www.ssa.gov/applyfordisability/adult.htm
There are programs to assist you if you do not qualify for disability benefits. http://helpintexas.com/ is a good starting point. There are several community colleges that you can get a grant to attend.

I'm more familiar with programs that offer assistance to students with learning disabilities/disorders. I don't know of any university programs that specifically seek to fund people with disabilities, only those that can be very helpful if one of their students has any.
However, you could look for support groups for bi-polar disorder and anything else you have online, and see if there are any private scholarships for people with those disorders.
The unpaid loan might be a problem, but they might not even connect it to you, if you have an at all common name. However there should be people out there that can help you in legally settling the matter. You might still have to pay some of it though, especially depending on the original amount of the loan.
Don't forget that there are LOTS of scholarships available through private sources AND universities for non-traditional (aka, older) students, and for people who are severely financially challenged (though I realize that just because you are homeless does not necessarily mean you have no money at all).
You will need to consider where you will live if you go back to school. Dormitory living is probably not appropriate, not to mention extremely overpriced. If you can drive, I suggest a van... You can make a van surprisingly cozy with only a few alterations. Plus if you're going to school, you will likely have access to free showers and bathroom facilities on campus.
Good luck!

Your county should have an Office of Vocational Rehabilitation which is specifically intended to help people with disabilities find appropriate training and jobs. They can provide vocational testing, training, job support and other services. I think it is a state program using federal money, so look in the phone book under state government or online at your state government website.

You know I think the best advice I could give you is to go to a college or university there where you live and talk to them. Go to admissions and tell them you would like to speak to an adviser or a counselor. Tell them just what you have told us. They should help you.
Another thing, don't underestimate yourself. Sounds to me like you're going to be just fine.
