planting fescue seed?

i have always heard you have to wait untill the days temps are in the 70's to plant fescue grass seed. i have seen several people here already planting it. i live in SC and it's still cold. will it grow under theses conditions now?

    Most farmers use a process called frost seeding to plant their grasses. Seeds are broadcast on frozen ground in early spring and the freeze/thaw cycles of the spring expand & contract the soil and actually pull the seed below ground.

    We used to plant it on the snow and it would melt and carry the seed into the ground. worked for us.
