I'm going to go way out on a limb here and suggest "John Brown's Body" by Stephen Vincent Benet. Benet is considered a major American poet, although he also wrote a lot of memorable prose. Anyway, "John Brown's Body" is a novel-length poem. Yeah, off-putting, isn't it? So I thought in high school when our teacher recommended it. Then I found out my arch-enemy had read it. Oh oh, gotta read it now, can't let her get ahead of me! So I read it -- and it was wonderful! Has lines like:
"Bury me where the soldiers of retreat are buried, underneath the faded star;
Bury me where the courtiers of escape fall down, confronted by their own earth again;
Bury me where the fences hold the land, and the sun sinks behind pasture bars, never to fall upon the wilderness stone,
And yet...I have escaped after all."
If you like that, you will love the drama of "John Brown's Body."
Good luck!

Romance and turmoil are not limited to the Civil War Era. You could find books set during as space battle in 2602 just as romantic as Gone With the Wind. There's tons of romantic books out there, so don't limit your selection.

I enjoyed Yankee Stranger by Elswyth Thane. It is the second in her series of Williamsburg novels. Just writing about it makes me want to read it again.
