I get a "forbidden" error message in Google Chrome?

When I am randomly surfing the internet I occasionally get a "forbidden" error message on links or websites I click on that should just pull up another page. Always happens no mater how much I refresh or try again. Is this a security setting inside Chrome I can change or does this happen to you too?

    Just a security block on a website that is not letting you connect to the server.

    it is the website, and it is FORBIDDEN to you, thus the forbidden message
