I live in Hawaii and a lot of animals aren't allowed here - hamsters, gerbils, ferrets, snakes, tarantulas to name a few. We do, however, allow guinea pigs, rats and mice. So, get whatever is legal where you live.
Believe me, you don't want to try to smuggle in critters that aren't allowed. I'm guessing you're a youth, so you'll want to show your friends your cute hamster. Then they'll tell their parents and it'll get bigger and bigger. If a pair gets away or is let go, you'll have introduced an unwanted element to your environment. Just look at what happened with the Cane Toads, and that was sort of on purpose.

What's the penalty if you get caught?
PS Hamtaro is not real. It's not a potential pest in your country. Find out why hamsters are banned. The government likely has very good reason.

Do it, if you go to jail for smuggling in a hamster, move to america, you'll make millions telling that story.
