Can stacking your PS3 on top of your DVD player be bad for either product?

Depends, but doubtful.
Most DVD players have no vents on the top, so it should be OK to put anything you want.
The question is, why not use the PS3 as a DVD player? Why do you need both?
As long as you don't block any vents, it should be OK.

YES, they can both overheat. Electronics are not meant to be stacked on top of each other.

Probably, they could both heat up pretty badly causing melting or overheating of both systems and they wont work.
