Try to dry your horse if you can. It may be a little uncomfy for them, but not as bad as being freezing cold and wet. When the rain stops, take it off so they have a chance to dry.
The risk of rugging a wet horse is that it provides warm and wet conditions, which can lead to rainscald.

Try this. Get out of your shower soaking wet. Now put on a waterproof raincoat and see how comfortable you are. If you want to rug up your horse when its wet, you need to put on a sweat rug or other rug made to absorb the water and keep it warm while it dries, then wait till its dry before you put its normal rugs on.

I suggest you put a sweat rug on first as this is allowing air pockets for the wet to dry, and put a light sheet over that again to keep horse warm untill it dries fully.

You can put a rug on a wet horse but it is definitely better to try to dry them a bit first. Otherwise they might get cold.

it is not the best plan. unless the horse has a particular health issue and the vet has told you to put a blanket on him then leave the horse alone. horses are designed to withstand all of the elements. human interference is not good, as we can see in every aspect of the world.

it is best not to because the wet will give the rug more movement which will begin to rub. if it is only a lite weight or a fleece type then yes but i wouldnt put anything heavier on.

only put some sort of absorbant rug on him such as fleece so he doesn't get cold as he dries off
