lol...Did you pay any attention at all to the first months of Janet Napolitano's taking over as head of Homeland Security? Napolitano is the person who INITIATED the crackdown on drug trafficking and gun trafficking from the U.S. side going across the U.S.-Mexican border, and who ratchetted up the joint effort to go after drug cartells (working in cooperation with Mexican President Zedillo) in order to curtail drug use or sales here in the U.S. Tunnels have been imploded; surveillance has been increased; enforcement has been toughened. So the obvious answer to your question is: On the day that Janet Napolitano was confirmed as head of Homeland Security.
In fairness, though, there was a Democrats-Bush administration attempt to help fight Mexican drug cartels and drug trafficking in 2008, with the signing into law of the Merida Initiative, at a cost of $1.5 billion. As part of this initiative, 41% of the funding was to go for purchase of helicopters (Bell 412s) and fixed-wing surevillance aircraft (Casa 245 twin-engine), plus nonintrusive inspection equipment, ion scanners, and canine units. The remaining funds were slated for technical advice, training, vetting new Mexican police officers, consumer-complaint offices, and witness protection programs. So Bush did something right afterall, lol.
Here's a funny fact: Keep in mind the GOP objections for GITMO detainees being tried in civilian courts and then consider this---that the Merida Initiative passage was held up by some Republicans who pushed for trials of military offenders in this drug trafficking crackdown in Mexico to be TRIED IN CIVILIAN COURTS! They are SO full of bologna, are they not? lol

This issue is not an easy one. Complexity of International law and issues
defining Mexican Police Operations and US Police Operations really
muddy the waters here. It is hard enough in this country to deal with
Jurisdictional disputes involving US agencys, Let alone a International
border. Both sides must work in conjunction on their respective sides,
To bring this matter to close. Unless this is accomplished, nothing will
change
Addition: Armchair. I would actually like you to read the
Merida issue as layed out on the US State Department
web site, Im sure you will find this most interesting, If
your going to quote something, at least understand
in its entirety the issue that was agreed upon between
Mexico and the United States. Other wise you just a bot
throwing something against the wall hoping it sticks.

/ Your question assumes the Obama Administration cares more about American Citizens than its own agenda and its image to the rest of the world. For instance, the majority of Americans are losing their homes and jobs. They aren't thinking about government takeover of their health care right now, or reading a book the Hugo Chavez finds interesting.

The best way to end the drug wars is to legalize or at least decriminalize recreational drugs, then tax and control the drugs through legal channels. No, profits to the drug lords, no drug wars.

Drug dealer deaths are a result of the war on drugs. Remember the mob?
If hamburgers were banned, there would be deaths associated with burger smugglers.
End the war on drugs (the war on poor health choices), and you reduce the crime - it was proven with the end of prohibition.

Right after they finish worrying about stealing peoples' wallets and reforming the perfectly fine health care system, but then again "He who knows does not speak. He who speaks does not know. " so disregard this if you find it "offensive" if you want to get crappy about it go die in a ditch.
