Can you use other countries governments in your stories?

Like, if I'm writing a spyish story, I'm going to use our government, and Russia's as the bad guys. Are there rules against using their government and everything for my story?

    How retro a Russian spy story.

    You can use their country, but I'd avoid using any living people. They can sue you under our libel laws.

    It will be more of a problem if your facts aren't correct with your readers, so be prepared to research a lot--Tom Clancy admitted prior to writing The Hunt for Red October he had never set foot on a nuclear submarine, he acquired all the knowledge from interviews and research.

    No. And if you want influences, read 1984 or Animal Farm by George Orwell.

    Not at all, just as long as you do not take a well-known personality and ridicule them. I mean, Tom Clancy does this all the time
