Since Henry Clay's headstone is inscribed: "I know no North, no South, no East, no West," it can be surmised that Mr. Clay's dream was a truly united America, in keeping with the ideals of federalism.

To that end, Mr. Clay helped pass legislation as part of "The American System," major foreign relations and economic policy that had three main purposes:

    1. To generate revenue for infrastructure projects (this revenue came from a system of import tariffs)

    2. To protect American industry from unfair or more competitive import goods (tariffs helped make American goods competitive)

    3. To support the Bank of the United States, which attempted to stabilize the economy.
