Pull start lawn mower?

briggs and straton 3.5 hp has pull start...ok i pulled the cord and the cord would not go back in.. so i removed the shroud.. lifted it str8 up..the cord then went back in...so i manually turned the part that the pull cord turns i dont no what it is but it rubs along a strip of metal but it is crudded up a bit and binds up ..i sanded it a little...question is can i lube the out side of that Metal cylinder??

    Sounds like the housing was in a bind, maybe someone stood on top of it. Sure, wire brush it real good, lube it and remove excess oil.

    how is the spring that the rope is attached to? regardless of weather or not the motor is stuck that string (rope) should hav still rewound back into place. i wouldn't use oil in there. are you sure your not talking about the SAFETY BRAKE? that a piece of metal that rubs up against the engine when you let go of the safety bar while you're mowing the lawn. you let go of the bar the metal brakes the engine. maybe a fine piece of sand paper in the grove.
