my ham radio is stuck on receive only?

The offset is probably the issue. Do you know if its for a + or a -? Some of the newer radios will automatically set the offset to the direction appropriate for the protocol set. You know, there's a general agreement that most repeaters on 2 meters will be 600 KHz up above a certain frequency or 600 KHz down below a certain frequency. It isn't a rule, so no one is bound by it, but if your radio is setting it up, when the repeater has agreed it should be down, then you'll have to reset it.
The antenna and coax should also be checked. The radio will detect an SWR above 2:1 and automatically reduce power to protect the final. Most of the solid state models will do this. Our old hollow state rigs had pi networks that could handle 10:1 without blowing up, though inefficiently.
Also, are you using an HT or a mobile unit. An HT in a region that is mountainous, will not hit a repeater if its in the valley. Southern Illinois is comparatively flat, but if you get down into the Illinois Ozarks, my HT can hit the Alto Pass repeater on flat ground, but not if its down in the valley, between those iron bearing cliffs along S. Highway 51.

Make sure your radio is set in repeater (duplex mode) and make sure you have the correct offset. Some repeaters have a positive offset and some have a negative offset.

Start by trying to transmit simplex to someone. If that works, then it's a problem with your offset or tone.

have you verified that your radio is actually transmitting? Checked your antenna and coax? SWR's?
