MC electrical problem, I'm stumped?
2000 Honda Shadow ACE 750, Turn signals take a long time to come on, sometimes as long as 60 seconds. When they do finally kick in everything is fine. Turn them off & back on, the delay is still there. Bulbs are OK, voltage is within normal range, sockets cleaned of corrosion, (none found) bulbs reinstalled with NoOx. Both front & back, left & right have the same problem. My first thought is the flasher unit but I want to know for sure as Honda wants $$$ for a new one. I've never seen a flasher fail in this manner b4. They normally work 100% or nothing. Suggestions? & Thanx

It may be corrosion in the fuse box, check the grounds.

If the voltage to the bulbs is right when the lights are on, it pretty much has to be the flasher, unless someone replaced the original bulbs with ones that drew less current.

That's pretty crazy. I would say the flasher unit also. If you checked the grounds and measured the voltage then my best guess it the flasher unit.
